Charles Rubenstein is a tenured professor of engineering and information sciences at Pratt Institute in New York, and has been a visiting professor at Farmingdale State College on Long Island. He has an earned doctorate in bioengineering (Polytechnic Institute of NY), a master’s in library and information science (Pratt Institute), and an honorary Doctor of Engineering from the University of Engineering and Management, Kolkata, India. An internationally known distinguished lecturer for IEEE’s S-PAC program and the Engineering Management and Computer Societies, he has delivered workshops and tutorials world-wide covering Android Application Design, IEEE Leadership Skills, HTML and eCommerce, wireless technology, and the "Scalability of IEEE Membership." He was Region 1 Director 2010-2011, and was re-elected as 2024-2025 Region 1 Director-Elect and 2026-2027 Region 1 Director - continuing his leadership roles in Region 1 and on several conference executive committees. He serves as Co-Chair of the Joint Region 1/Region 2 Strategic Planning Committee whose responsibility it is to oversee the merger of Region 1 and Region 2 into a single region, as well as being R1 Conferences Coordinator managing numerous co-sponsored conferences – some that he created and chairs. He was Treasurer or Co-Treasurer of RADAR22, RADAR24, and RADAR25. Throughout nearly 50 years of dedicated IEEE volunteer leadership, Rubenstein has planned and executed numerous successful activities. His commitment to action and follow-through earned him several prestigious IEEE recognitions, including the IEEE’s Robert S. Walleigh Distinguished Professionalism Award, the IEEE-USA Citation of Honor, an IEEE Third Millennium Medal, an IEEE Centennial Outstanding Young Engineer Medal, and a Regional Activities Board Innovation Award.
